Responsibility transfer organisations (OIREP, market-negotiated) — Licensed organisations implementing the extended producer responsibility obligations for packaging (OIREP) under Romanian packaging waste law; Reciclad'OR and Ecologic 3R Ambalaje are two of them.

Romania builds packaging EPR around recycling targets rather than around a tariff. A producer or importer placing packaged goods on the Romanian market must ensure the recycling of the resulting packaging waste, and in practice it transfers that responsibility by contract to a licensed OIREP — an organisation that implements the extended producer responsibility obligations — which guarantees the targets against the quantities the producer declares. Each organisation prices that service itself: some publish their tarife openly on their own sites, others quote during contracting, and either way the figure is that organisation's own price rather than a Romanian rate. This site therefore lists no per-kg rate rows for Romania: the Romanian facts it can carry are the obligation, how the transfer contract works, and where the tarife actually sit.
