What the three questions decide

Three questions, because three things move the answer and nothing else in our rule library does. Each one selects which sentence of the country's own rule page applies to you; none of them changes what that page says.

Where is your business established? PPWR Article 45(3) splits producers by where they sit: a producer established in another Member State, and a producer established outside the European Union, face different representative rules — and in most countries only one of the two is settled. Telling us which one you are is how you get the branch that is aimed at you instead of both.
What did you place on each market last year? Some countries publish a volume line you can fall below; some publish a line that changes how you report but exempts nobody; for most we could not read a line at an official source at all. Where a line exists and is verified, this is the question that can turn the answer over — and where you tell us you do not know, the answer stays on the safe side rather than handing you an exemption on a figure we do not have.
How do you sell into these markets? The marketplace duty and the marketplace's own commercial arrangements are two different things, and both turn on whether a marketplace stands between you and the buyer. Our library records 1 country where the producer obligation sits on the marketplace itself for the sales made through it — so your channel decides whether that reaches you.

What the questions are not: they are not a profile, they are not stored, and nothing you tick leaves your browser. Each country's answer is fetched as that country's own file and assembled in the page.

What this page will not do

It will not tell you that you are compliant. It reports what the published rules say for the inputs you gave, with the source next to each answer. Whether your own packaging, your own volumes and your own contracts land where you think they do is a question for you and, where it matters, for the competent authority named on each answer.
It will not fill a gap with a guess. Where a country's rule cell says "not obtained", the answer says so and gives the confirmation route. That is a fact about what is published, not an admission that we stopped looking.
It will not tell you that you do not need to register unless an official source says so. Only a true exemption held at official grade can produce that sentence, and only when you have told us you are below the line. Tell us you do not know, and it will not appear.
It will not recommend anyone. No provider, no ranking, no referral link — here or anywhere on this site.

Rules change, and an exemption is a position you hold rather than a status you are granted. Each answer carries the date we last read its source and the date we will read it again.
