How fees are set

CONAI — Consorzio Nazionale Imballaggi — the national packaging consortium constituted under D.Lgs. 152/2006 art. 224, a private not-for-profit body whose statute is approved by ministerial decree; it sets and collects the Contributo Ambientale CONAI (CAC) and redistributes it to the seven material consortia constituted under art. 223.

Italy runs packaging EPR through a single national consortium. Under D.Lgs. 152/2006 art. 221 producers and users of packaging carry the financial responsibility for the packaging they place on the Italian market, and art. 221(2) requires them to join CONAI unless they run an approved autonomous system or an audited own-return system. CONAI itself does not collect packaging: art. 224(3)(h) makes it the body that apportions the cost between producers and users and sets the contribution called the Contributo Ambientale CONAI, and art. 223 constitutes one consortium per packaging material to do the collection and recycling — Ricrea for steel, CiAl for aluminium, Comieco for paper and board, Rilegno for wood, Corepla for plastic, Biorepack for compostable bioplastic and Coreve for glass. The contribution is a single national schedule in euro per tonne that applies to household, commercial, industrial and transport packaging alike; Italy publishes no separate household tariff. It falls due once per packaging item, at the "prima cessione" — the single first transfer of the finished packaging from the last producer to the first user — so an importer of filled packaging (an "utilizzatore" in the statute) owes it when the goods enter the Italian market. Steel, wood and glass carry one rate each. Paper, plastic, aluminium and compostable bioplastic are split into contribution bands (fasce) by recyclability, and the plastic ladder is the widest in Europe: nine bands from 40 EUR per tonne for industrial and C&I circuit packaging up to 790 EUR per tonne for the residual band. CONAI split aluminium and bioplastic into bands on 2026-08-12, the date the EU Packaging and Packaging Waste Regulation began to apply. The board changes the figures by resolution rather than on an annual calendar: 2026 alone carries changes effective 1 January, 1 July, 12 August and — already published — 1 October.
