That is a fee for a service Amazon chose to offer; what the United Kingdom puts on you by law is a separate question, and it is answered further down this page. What does Amazon actually do in the United Kingdom?
Amazon operates its EPR Pay on Behalf service here. Where you have not given Amazon a valid EPR registration number by the end of the applicable reporting cycle, it enrols you, pays the eco-contribution on your sales to the scheme, and charges both that contribution and a service fee to your seller account. The United Kingdom is one of the markets where Amazon offers this: for sellers not established in the UK. Amazon's own seller page states that where a selling partner is found non-compliant, Amazon may need to deactivate the non-compliant listings — or comply with the regulations on that seller's behalf. Those are the two mechanisms; which one runs in a given country is what this page records.

What does the law say about the marketplace in the United Kingdom?
PPWR does not apply in the United Kingdom, so no EU-wide marketplace verification duty runs here. In the United Kingdom, where the goods come from outside the country and the producer has appointed no representative, the online marketplace stands in as the producer and carries the financial, information and organisational duties. Read that against the paragraph above: the rule is what the United Kingdom requires of a marketplace, and pay-on-behalf is what one company has decided to sell. Neither one is evidence for the other.

What does it cost, and what does it cover?
£20 per EPR category a year, from 1 April 2025 (free during 2024; fee since April 2025). The fee is charged per category, so two categories cost £40 a year; the eco-contributions Amazon pays on your sales are charged on top of it, at whatever the scheme charges. Does any of this take the obligation off you?
Partly, and only for one channel. What settles it is who counts as the producer in the United Kingdom, and here that is not the usual answer. For goods supplied into the United Kingdom from outside the country through an online marketplace, the marketplace is the regulated producer for those sales, not the overseas seller. That is the one route our library records; it is not a statement that no other route can make you the producer. A Pay on Behalf charge is a payment, not a registration: it produces no registration number in your own name, and every other channel you sell through checks for a number, not for a payment. Whether registration applies to you in the United Kingdom at all, whether an authorised representative is required, and which authority runs the register are answered on the decision card for the United Kingdom.
