What does Amazon actually do in Germany?

Amazon does not offer to pay on your behalf here. What it does is verify: it collects EPR registration numbers through the seller compliance portal and deactivates the listings that have none. What has been reported in Germany: Listing blocks for packaging since mid-2022; WEEE delistings 2023; battery offers deactivated August 2025. Amazon's own seller page states that where a selling partner is found non-compliant, Amazon may need to deactivate the non-compliant listings — or comply with the regulations on that seller's behalf. Those are the two mechanisms; which one runs in a given country is what this page records.

What does the law say about the marketplace in Germany?

Under PPWR Article 45(4) an online marketplace must check that a producer selling through it is registered before allowing the sale. That duty applies in every EU Member State and it does not move the obligation off you. In Germany a distributor or platform may not place packaging from an unregistered producer on the market, and fulfilment service providers must stop serving that producer. Read that against the paragraph above: the rule is what Germany requires of a marketplace, and pay-on-behalf is what one company has decided to sell. Neither one is evidence for the other.

What does it cost, and what does it cover?

Nothing, because there is no service to charge for: Amazon runs no Pay on Behalf in Germany, so there is no per-category service fee here and no eco-contribution passing through your seller account. What you owe in Germany you owe to the scheme, not to Amazon. Germany has no statutory packaging EPR tariff — licence prices are negotiated with competing dual systems (2026).

Does any of this take the obligation off you?

No. Paying a fee through a marketplace does not change who counts as the producer in Germany. You do, if you ship to buyers in Germany yourself. Under PPWR Article 3(1)(15)(d) a seller established outside the European Union that supplies packaged goods to end users in a Member State under a distance contract is the producer in that Member State. Having no company in the EU is not an exemption from that; it is the condition that creates it. There is nothing here to mistake for compliance either: verifying a number and removing a listing are enforcement, and neither one registers you. Whether registration applies to you in Germany at all, whether an authorised representative is required, and which authority runs the register are answered on the decision card for Germany.
