How fees are set

MOHU (state concession) — MOHU MOL Hulladékgazdálkodási Zrt. holds the exclusive state waste management concession; the textile EPR fee is fixed each year by ministerial decree of the Ministry of Energy, not negotiated.

Hungary runs a single state waste concession, and the textile EPR fee is set by ministerial decree rather than negotiated with a scheme. Decree 33/2025. (XI. 28.) EM, Annex 4, fixes the 2026 fees; row 27 carries fee code T01, textile products. The amount a producer actually pays under collective fulfilment is the total in column E: the concession company's share plus the municipal share. Three different numbers circulate for Hungarian textile EPR and they are not the same thing. The figure for textile products is the column E total under code T01. A second, lower figure belongs to fee code C01, textile packaging — a different waste stream governed by packaging EPR. A third is only the concession company's share of T01, before the municipal share is added. The rise frequently quoted in trade press refers to textile packaging, not to textile products.
