How fees are set

Stichting UPV Textiel — Collective producer responsibility organisation under the Besluit uitgebreide producentenverantwoordelijkheid textiel (Besluit UPV textiel).

Stichting UPV Textiel runs the collective arrangement under the Dutch extended producer responsibility decree for textiles. Producers sign the textile management contribution agreement (TBBO), declare the kilograms of textile they place on the Dutch market and pay a single flat contribution per kilogram — there is no split by material, product type or recyclability. The rate is fixed each year by the foundation's board together with the budget: a provisional rate is set first and a definitive rate afterwards, with the difference settled later, so a published figure can still be revised. The 2026 figure is published in Dutch only.
