How fees are set
Stichting OPEN — Single Dutch producer responsibility organisation for batteries; the operating organisation of Stichting Batterijen merged into it on 2024-01-01. Rates set under the universally binding waste management contribution agreement (ABBO).
Stichting OPEN administers the Dutch waste management contribution for batteries alongside the one for electrical equipment and lamps. The battery contribution applies to portable batteries and to industrial batteries up to and including 1 kg within the scope of the universally binding ABBO. Costs are allocated by the chemical system that drives them in the waste phase, so the table has three cost drivers — lithium thionyl chloride, lithium and other batteries — set out across eight weight bands from 50 g up, plus a button-cell line and a line for batteries heavier than 1 kg. E-bike traction packs are the single exception: charged per kilogram of the complete pack rather than per unit. Battery rates are set on a funded basis, so the producer pays today for the future cost of collecting and treating what is placed on the market now. For 2026 lithium and other batteries rise 4.2 per cent while lithium thionyl chloride rises 15.6 per cent, after a much steeper phased increase begun in 2025.
