How fees are set
Stichting OPEN — Single national producer responsibility organisation for EEE, lamps and batteries in the Netherlands, operating the statutory UPV; supervised by the Human Environment and Transport Inspectorate (ILT).
Stichting OPEN is the single Dutch producer responsibility organisation for electrical and electronic equipment, lamps and batteries, and it publishes one product-and-tariff list covering appliances and lamps together. The list is organised directly along the six categories of Directive 2012/19/EU and gives 71 product codes of the form E1/01 to E6/05, where the first digit is the Directive category. About four in ten codes are priced per kilogram and the rest per item: the white-goods sector moved from per-kilogram to per-item pricing in 2025 and kept it for 2026, which is why the two units sit in the same table. Rates are set annually by the board on a pay-as-you-go basis, so a tariff rises when more of a product is collected and less of it is placed on the market, and they include the contribution to the National (W)EEE Register. One code changed mid-year: audio and video equipment under 50 cm (E5/16) is 0.630 EUR/kg for the first half of 2026 and 0.980 EUR/kg from 1 July.
