CITEO EMP (Citeo group) — Non-profit purpose-driven company approved by the French public authorities as an eco-organisme for household packaging and graphic paper; CITEO EMP is the first eco-organisme of the Citeo group, which also holds Adelphe, CITEO PRO and CITEO Soin & Hygiene.
Citeo is a non-profit, purpose-driven company approved by the French public authorities to run extended producer responsibility for household packaging and graphic paper. Companies that sell packaged products for household consumption in France, or that commission printed material such as catalogues, leaflets, instructions or posters, are required by the French Environmental Code to manage and finance the end-of-life treatment of that packaging and paper; the Code has carried this obligation since 1992, in particular under Articles L.541-10 and L.541-10-1. The Citeo group is made up of four eco-organismes with 469 staff: CITEO Emballages Menagers et Papiers (CITEO EMP), approved for household packaging and paper; Adelphe, approved on the same stream and working in particular with the wine and spirits, health and food trades; CITEO PRO, approved on 15 March 2024 for six years for food-service packaging; and CITEO Soin & Hygiene, which the group's own page describes as acting on the sanitary-textiles stream. Citeo releases its own rate tables only after a download form, so the 2025 household packaging rows this library holds under Citeo come from the Citeo 2025/2026 weight-tariff evolution table rather than from citeo.com directly, and the 2026 schedule for France on this site is Adelphe's.
Declaration basis: eco-contribution on household packaging; Citeo's own rates page states the amount depends on the number of packaged products (Consumer Sales Units) placed on the French market per year, and for graphic paper on the tonnage issued in France.
