Is there a volume threshold in Denmark?
There is a line, but it exempts nobody. A producer under 8 tonnes of packaging a year in Denmark may report on a simplified basis; registration and every other producer obligation apply from the first unit. This is the distinction that catches most sellers out — a reporting concession is not an exemption.

Who counts as the producer for sales into Denmark?
You do, if you ship to buyers in Denmark yourself. Under PPWR Article 3(1)(15)(d) a seller established outside the European Union that supplies packaged goods to end users in a Member State under a distance contract is the producer in that Member State. Having no company in the EU is not an exemption from that; it is the condition that creates it.

Do you need an authorised representative in Denmark?
A producer established in another EU Member State must appoint an authorised representative in Denmark under PPWR Article 45(3). That part is settled EU law. For a producer established outside the European Union, Denmark allows an authorised representative but does not require one; the registration duty stays with you either way.

Does the marketplace take the obligation off you?
Under PPWR Article 45(4) an online marketplace must check that a producer selling through it is registered before allowing the sale. That duty applies in every EU Member State and it does not move the obligation off you. Beyond that, no national rule on marketplace liability in Denmark was published at a source we could read, so we say so and do not extrapolate from what other countries do. Confirm it in writing with Dansk Producentansvar (DPA) before you rely on it.

Whether a marketplace also pays the fee on your behalf is a commercial arrangement, not a rule.
