Do you need to register for packaging EPR in Sweden?
Probably yes — and we will not pretend to be certain. No volume threshold for Sweden was readable at an official source on 2026-09-02, and PPWR sets no minimum of its own: a seller established outside the European Union that ships directly to end users in a Member State is the producer there, and producers must be registered before they sell. The safe reading is that the duty applies from the first unit you place on the market. Confirm it in writing with Naturvardsverket before you rely on it. Is there a volume threshold in Sweden?
We could not verify one. No threshold for Sweden was readable at an official source on 2026-09-02, and PPWR sets no minimum of its own, so the safe reading is that the obligation applies from the first unit. Confirm it in writing with Naturvardsverket before you rely on it.

Who counts as the producer for sales into Sweden?
You do, if you ship to buyers in Sweden yourself. Under PPWR Article 3(1)(15)(d) a seller established outside the European Union that supplies packaged goods to end users in a Member State under a distance contract is the producer in that Member State. Having no company in the EU is not an exemption from that; it is the condition that creates it.

Do you need an authorised representative in Sweden?
A producer established in another EU Member State must appoint an authorised representative in Sweden under PPWR Article 45(3). That part is settled EU law. Sweden has not been seen to take up the Member State option that would require a producer established outside the European Union to appoint one. That is an absence of evidence, not a published confirmation that none is needed. Confirm it in writing with Naturvardsverket before you rely on it.

Does the marketplace take the obligation off you?
Under PPWR Article 45(4) an online marketplace must check that a producer selling through it is registered before allowing the sale. That duty applies in every EU Member State and it does not move the obligation off you. Beyond that, no national rule on marketplace liability in Sweden was published at a source we could read, so we say so and do not extrapolate from what other countries do. Confirm it in writing with Naturvardsverket before you rely on it.

Whether a marketplace also pays the fee on your behalf is a commercial arrangement, not a rule. In Sweden Amazon does not offer to pay on your behalf: it checks EPR registration numbers and deactivates the listings that have none. What that means for you here: Does Amazon pay your packaging EPR fees in Sweden?.
Which authority runs the register?
Competent authority: Naturvardsverket. Producer register: producentregister.

Evidence tiers: official source = the law text or the authority's own page; authority's wording, restated = a source that quotes the authority or the law but is not the authority itself; cross-checked, not official = several non-official sources agreeing; no source we could read = we could not open an official source for this cell on the date shown, so the answer above is held at indication level and says so. Nothing on this page is inferred from what other countries do. The competent authority and register are the authority's own details, not a claim about your obligations, so they carry no separate evidence tier. This page is rendered from our packaging-EPR rule library; how that library is built, sourced and graded is set out in our methodology.
